Pocketing insurance claims.?

Hello. According to the article at http://www.insure.com/car-insurance/cashing-out.html alot of people are pocketing insurance claims for car repairs. To pay for other living costs in a tought economy. However, this article only covers property claims, not PIP/pain & emotional claims. Generally speaking, can one usually pocket PIP/pain/suffering claims as well? (knowing hospitals have to always see people) I hear sometimes people getting wealthy with such claims. Thanks.
