Harry Potter question?

this question relations to book 5, When Corneilus Fudge and Professor Umbridge were trying to keep Harry from telling the truth about Voldemort and doing all those horrible thing to Harry, Dumbledore and Hogwarts in general, do you think they were acting on their own free will, or were they under the Imperius Curse?
